In NIMH chemistry, this does not occur. One can charge an NIMH cell without concern for how much power it had left in it at the time it was placed into the charger. This is not really a drawback for NiCD’s if you take care to only charge them once they have been fully depleted of power. If you’re not sure of the amount of power left in your C NiCD cell before charging, test it on a battery tester. That way you can be sure of the correct time to charge and thus, preserve the total capacity of power the battery was manufactured to hold for you!
